Spain has overtaken Italy as the No. 1 destination for migrants heading to Europe. The Spanish enclaves of Ceuta and Melilla sit on the northern tip of Morocco and have attracted migrants for centuries. There has been a sharp uptick in those trying to breach the border fences, while several thousand migrants sleep on the Moroccan side of the border waiting to cross.
